Skill Development Congress


Held last Aug. 29, 2012 at the Le Pavilion Metropolitan Park, Metrobank Ave., Roxas Blvd. corner Edsa Extention Pasay City, Skill Development Congress was attended by 1,000 educational specialists, technical vocational education training (TVT) administrators and providers, policy makers industry executives and representatives from the International Labor Organization and other international  organizations.

The 1st Technical Education and Skills Development Congress focuses on the state of technical vocational educational and training (TVET) and how to transform it to make it more responsive to the needs of 21st century societies.


Since high quality technical education and skills development is certainly one of the investments of a country can make, especially when it is accessible, all efforts therefore focus on this intervention.  –Secretary Joel Villanueva

With a running theme, Investing in the 21st Century Skilled Filipino Workforce, the gathering will focus its discussions on the following:
Developing the 21st Century Skilled Workforce

The Philippine Framework
The Philippine Qualifications Framework will identify the various qualification levels and the corresponding competence thereof.

It is important to look at the current and emerging issues, trends, and concerns in technical education and skills development together with the input of various stakeholders. – Villanueva


The congress will also promote and advocate the thrust of the Aquino administration to link technical education and skills development to the requirements of the labor market as a way to solve the problems of jobs skills mismatch.
